Background of the Study

Youth unemployment remains a pressing issue in Nigeria, with significant implications for economic stability and social development. National youth policies have been developed to address this challenge by promoting entrepreneurship, education, and vocational training. The National Youth Policy (NYP), for instance, aims to equip young people with the necessary skills, knowledge, and resources to contribute to the economy (Nigerian Government, 2023). In Damboa Local Government, Borno State, the youth unemployment rate has been exacerbated by insecurity, limited access to education, and a lack of economic opportunities (Idris & Hassan, 2024). Despite national efforts to tackle these challenges through various policies, such as the National Social Investment Program (NSIP) and the Youth Employment and Social Support Operation (YESSO), unemployment among young people remains high in many parts of the country, including Damboa.

National policies designed to alleviate youth unemployment focus on creating job opportunities, improving access to quality education and skills development, and fostering an entrepreneurial culture. These policies have been linked to significant reductions in youth unemployment in some regions, yet their impact in areas like Damboa, which faces both economic and security challenges, has been less clear (Adamu et al., 2024). This study seeks to assess the impact of national youth policies on reducing unemployment in Damboa Local Government by examining the effectiveness of these policies and identifying the factors that contribute to their success or failure in this specific region.

1.2 Statement of the Problem

Despite the introduction of national youth policies aimed at reducing unemployment, Damboa Local Government continues to experience high levels of youth unemployment. Challenges such as insecurity, limited access to skills training, and a lack of local economic opportunities hinder the successful implementation of these policies (Aliyu & Abubakar, 2023). The national youth policies, although robust in theory, have not been fully effective in addressing the unique circumstances in Damboa. This study will investigate the impact of these policies on youth unemployment in the area, exploring the barriers to their success and proposing strategies for improving their effectiveness in similar regions across Nigeria.

1.3 Objectives of the Study

  1. To assess the impact of national youth policies on reducing youth unemployment in Damboa Local Government, Borno State.

  2. To examine the challenges hindering the effective implementation of national youth policies in Damboa.

  3. To propose recommendations for improving the implementation of national youth policies in addressing youth unemployment in Damboa.

  2. What challenges have hindered the effective implementation of national youth policies in Damboa Local Government?

  3. What measures can be taken to enhance the impact of national youth policies on youth unemployment in Damboa?

1.5 Research Hypotheses

  1. National youth policies have significantly contributed to reducing youth unemployment in Damboa Local Government, Borno State.

  2. Insecurity and lack of local economic opportunities are significant barriers to the successful implementation of national youth policies in Damboa.

  3. Vocational training and entrepreneurial initiatives have a positive impact on reducing youth unemployment in Damboa Local Government.

1.6 Significance of the Study

This study will provide insights into the impact of national youth policies on reducing youth unemployment in a conflict-affected area, such as Damboa. By identifying the factors that influence the success of these policies, the research will offer valuable recommendations for improving youth unemployment strategies at both the national and local levels. The findings will be significant for policymakers, youth development organizations, and other stakeholders working to address youth unemployment in Nigeria, particularly in regions facing unique challenges like insecurity and limited economic opportunities.

1.7 Scope and Limitations of the Study

This study focuses exclusively on Damboa Local Government in Borno State, assessing the impact of national youth policies in this specific region. It is limited to evaluating the outcomes of youth employment initiatives, with a particular focus on the National Youth Policy and related programs. Limitations include the potential lack of reliable data due to security concerns and the challenge of reaching youth participants in conflict-affected areas.

1.8 Operational Definition of Terms

  • Youth Unemployment: The condition of individuals within the youth age group who are actively seeking employment but are unable to find work.

  • National Youth Policies: Government strategies and programs aimed at addressing the challenges faced by young people, including unemployment, education, and economic empowerment.

  • Vocational Training: Skill-based education programs designed to equip individuals with practical and employable skills.
